JIPU – Africa Philanthropic Foundation

Background

The 5th term government under the leadership of His Excellency President John Pombe Magufuli through its moto “Hapa Kazi Tu” has earned a reputation as a government that seeks to re-instate discipline in the public sector, and in the country as a whole. To a large extent this move together with “Kutumbua Majipu” (swahili word for “popping the boils”) has enhanced transparency and accountability within both the public and private sectors, it has led to reduced bureaucracy and corruption, and in-turn improved customer care and service delivery in both public and private sector.
Within a very short period of time the power dynamics between the government officials and the governed has changed, and now citizens are more empowered to demand their rights and to hold their leaders accountable.

However, for these changes to be transformational, and sustained with long-term impact in the society they need to be supported by the right policy and institutional frameworks.
Citizens are at the centre of any sustained change in the society, and play a crucial role in ensuring that the true meaning of democracy is realized (government of the people, by the people, for the people), and therefore ownership of the same by the citizens is crucial.
“Jipu” is a citizen and evidence driven solution that seeks to give citizens the power to define how they would like to be governed by exposing injustices, corruption, illegal activities, bureaucratic public institutions, companies, and public and private servants, and also giving credit to the public and private institutions and servants that are doing well.

The Solution

“Jipu” is a highly integrated citizen driven solution that utilizes both mobile and web based applications. This includes digital media platform (jipu website, facebook, twitter, instagram, and youtube), mobile applications (SMS shortcode,USSD code, and “Jipu” mobile app), and Geographic Positioning System (GPS), and a call centre, all seeking to empower citizens to expose the injustices, corruption, illegal activities, bad leadership/ governance, and bureaucratic practices in the society by reporting them in real time by simply sending a SMS to the SMS short code number; register incidences through USSD code; report it and share location, picture and/or video through the digital media channels (facebook, twitter, instagram, youtube, and whatsapp) and the mobile application; or call the toll free numbers to report the incidence.
The solution is going to be linked with institutions of accountability and law enforcement in order to ensure timely action, investigation, and follow up on the reported incidences.

Through number and frequency of incidences reported and their respective GPS coordinates a map of hotspots is going to be developed to identify specific areas, government institutions, and private entities with high, medium, low and no reported incidences. This is going to be used as an advocacy tool, and also inform the allocation of resources and manpower based on where they are needed the most and in order to achieve the desired impact.
Monthly and annual reports will be produced to track progress, and it is also going to be used as the basis to award the best performers amongst the public and private entities.

Objectives

The objectives of Jipu are:

  1. To empower citizens to hold their government and private sector into account;
  2. To expose injustices, corruption, illegal activities and bureaucratic government institutions, companies, and public and private servants;
  3. To raise awareness on the importance of good governance for sustainable development;
  4. To enhance citizen engagement and participation in local government budgetary processes and in the implementation, monitoring and evaluation of development projects in their localities
  5. To identify and reward best performers within public and private sectors
  6. To spur innovation in the use of technology to enhance public and private sector accountability
